بر همین اساس قانون هدفمند كردن یارانه ها دولت را ملزم به رعایت سقف قیمت فوب خلیج‌فارس كرده به نحوی كه افزایش قیمت بنزین و نفت به تدریج و در طول 5 سال نباید كمتر از 90 درصد قیمت تحویل روی كشتی در خلیج‌فارس باشد.

از آنجایی كه قیمت فوب خلیج فارس برای بنزین هم اكنون حدود هزار تا هزار و 50 تومان است حتی اگر دولت در فاز دوم هدفمند كردن یارانه ها نیز خواستار اجرای كامل قانون باشد و نخواهد ظرف مدت 5 سال افزایش قیمت ها را برای بنزین اعمال كند، نرخ بنزین در كشور به حدود 900 تومان افزایش می یابد كه این رقم علاوه بر اینكه به فوب خلیج فارس نزدیك است تفاوت چندانی نیز با نرخ بنزین 700 تومانی (آزاد ) كه هم اكنون عرضه می شود ، ندارد.

بنزین سهمیه ای نیز كه با اجرای فاز اول هدفمند كردن یارانه ها از 100 تومان به 400 تومان رسیده است در فاز دوم هدفمند كردن یارانه ها بر اساس قانون تعیین تكلیف می شود ضمن آنكه باید توجه داشت كه میانگین مصرف بنزین آزاد وسهمیه ای هم اكنون حدود 550 تومان است.

در صورتی كه بر اساس این محاسبات قیمت بنزین به 900 تومان در فاز دوم هدفمند كردن یارانه ها برسد تنها 350 تومان از میانگین قیمت بنزین آزاد و سهمیه ای بیشتر است.

بر اساس ماده نخست قانون هدفمندی یارانه ها، دولت مكلف است با رعایت این قانون قیمت حامل های انرژی را اصلاح كند و قیمت فروش داخلی بنزین، نفت گاز، نفت كوره، نفت سفید و گاز مایع و سایر مشتقات نفت، با لحاظ كیفیت حاملها و با احتساب هزینه‌های مترتب (شامل حمل‌ونقل، توزیع، مالیات و عوارض قانونی) به تدریج تا پایان برنامه پنجساله پنجم توسعه اقتصادی، اجتماعی و فرهنگی جمهوری اسلامی ایران كمتر از نود درصد (90%) قیمت تحویل روی كشتی (فوب) درخلیج فارس نباشد.

به گفته كارشناسان و بر اساس آمارهای موجود ، هم اكنون قیمت هر تن بنزین (تحویل روی كشتی) فوب خلیج فارس، یك هزار تا یك هزار و 50 دلار است كه بر این اساس نرخ هر لیتر بنزین در این بازار، یك دلار و 2 سنت می باشد.

بنابر این هر لیتر بنزین برای تحویل روی كشتی در خلیج فارس یك هزار و 256 تومان خرید و فروش می شود كه بر اساس آنچه در قانون هدفمندی آمده است نرخ هر لیتر بنزین باید به تدریج تا پایان برنامه پنجم توسعه كمتر یك هزار و 130 تومان نباشد.

در اینجا این سوال مطرح می شود كه (با فرض ثبات قیمت ها در فوب خلیج فارس)‌ هر لیتر بنزین باید به طور تدریجی بعد از برنامه پنجم توسعه به یك هزار و 130 تومان برسد؛ بنابر این چگونه بنزین معمولی می تواند در سال جاری به هر لیتر 2 هزار تومان افزایش یابد؟

وی در ادامه در پاسخ به سوالی در خصوص سرمایه گذاری شرکتهای خصوصی یا دولتی ایران برای باز سازی کارخانه های قدیمی قرقیزستان ، گفت بحث سرمایه گذاری ایران چه در بخش دولتی و چه در بخش خصوصی بحث جدیدی نیست . همواره این موضوع در سالهای گذشته مورد توجه بوده است . اما در مورد سرمایه گذاری در منطقه چو قرقیزستان ، پیرو ملاقاتی که با استاندار منطقه چو داشتم زمینه سازی شده است تا استاندار خراسان رضوی تا یکی دو هفته دیگر به قرقیزستان واستان چو سفر کنند تا یادداشت تفاهمی که در مورد تقویت همکاری ها آماده شده است ، به امضای طرفین برسد .

سفیر ایران در قرقیزستان در ادامه در خصوص میزان حجم مبادلات تجاری دو کشور و برنامه های آتی ایران و قرقیزستان برای گسترش همکاری های اقتصادی و تجاری گفت ، حجم مبادلات و بازرگانی دوجانبه ایران و قرقیزستان در سطح بسیار بالایی نیست . این فقط در مورد جمهوری اسلامی ایران نیست . متاسفانه حجم تجاری بین دو کشور بالا نیست . البته زمینه وجود دارد و اگر بتوانیم موانع موجود را برطرف کنیم این حجم قابل افزایش است . سال گذشته حجم مبادلات دوجانبه حدود 50 میلیون دلار بود که البته بخش اعظم آن صادرات جمهوری اسلامی ایران به قرقیزستان است . در مورد برنامه های اتی هم ، ارتباطات خوبی بین استانها ایجاد شده است . نمایشگاههای تجاری که برگزار کرده ایم چشم انداز خوبی را در مقابل ما قرار داده است . انتظار داریم تا حضور موثرتری در صحنه های اقتصادی و تجاری قرقیزستان داشته باشیم. امیدواریم که با تحقق برنامه هایی که در نظر داریم بتوانیم در آینده شرایط بهتری را در روابط دو کشور ایجاد کنیم  .

تاکید شورای علمای افغانستان در مورد تفکیک جنیستی در محلات آموزشی و دفاتر، با واکنش منفی نهادهای مدنی و سیاسی مواجه شده است.

این شورا روز جمعه، ۱۲ حوت/اسفند، با صدور اعلامیه‌ای بر جدایی دختران و زنان در محلات کار و تحصیل و همچنین اجتناب از سفر بدون محرم شرعی تاکید کرده است.

اعضای شورای علما در دیداری با حامد کرزی، رئیس جمهور افغانستان این اعلامیه خود را به او ارائه کردند و آقای کرزی آن را در این دیدار "جامع" خواند و بر "مدیریت، دانش و حراست" علما در مورد مسائل دینی تاکید کرد.

اما مواد این اعلامیه و تایید آن از جانب حامد کرزی، واکنش‌های گوناگونی را در میان سیاستمداران منتقد و جامعه مدنی افغانستان برانگیخته است.

شورای علما در دو ماده از قطعنامه پنج ماده‌ای خود به محکومیت بی‌حرمتی به قرآن در پایگاه بگرام، در شمال کابل و انتقال مدیریت بازداشتگاه این پایگاه به دولت افغانستان تاکید کرده است. در این بازداشتگاه زندانیان طالبان و گروه القاعده نگهداری می‌شوند.

موارد اصلی که شورای علما در این قطعنامه بر آنها به عنوان بخشی از "وجایب و مکلفیت‌های" زنان و دختران تاکید کرده، اجتناب آنها از "اختلاط با مردان بیگانه در عرصه‌های مختلف اجتماعی، مانند تحصیل، بازار، دفاتر و سایر شئون زندگی" و همچنین "اجتناب از سفر بدون محرم شرعی" است.

احمد بهزاد، عضو مجلس و از منتقدان حکومت حامد کرزی مواد این اعلامیه شورای اعلامیه را مغایر قانون اساسی دانسته و گفته است که برخی از محافل خاص که "منافع خود را در ترویج اندیشه‌های طالبانی می‌دانند" در پی حاکم کردن "اسلام طالبانی" در افغانستان هستند.

به نظر آقای بهزاد، موضوع محدود شدن فعالیت‌های زنان، در پی برانگیخته شدن افکار عمومی نسبت به بی‌حرمتی به قرآن در پایگاه نظامی بگرام در شمال کابل مطرح شده و این موضوع بیانگر تلاش برای سوءاستفاده از احساسات مردم در راستای اهداف سیاسی است.

فوزیه کوفی عضو مجلس و از فعالان حقوق زن گفته است که مصوبه شورای علما جایگاه قانونی ندارد و "اصلا عملی نیست". او از این شورا به عنوان نهادی نام برد که تلاش دارد خود را در همه قضایا دخیل بداند، ولی به نظر او، تصامیم براساس قانون، در جایگاهی نیست که تصامیم آن قابل اجرا باشد.

خانم کوفی ضمن تاکید بر این که "برای ما طالبان، خود، یک نگرانی است و تفکر طالبان، نگرانی دیگر"، گفت: "طرح مسائل جنجال‌برانگیزی که چه کسی اصل است و که فرع، فکر می‌کنم که ترویج فرهنگ طالبان و زمینه‌سازی برای این است که برخی از گروه‌ها به قدرت و حاکمیت برسند."

برخی بر این نظر هستند که این قطعنامه برای ابراز حسن‌نیت دولت افغانستان نسبت به گفت‌وگو با گروه طالبان و زمینه‌سازی برای مصالحه با این گروه صادر شده است و این مساله می‌تواند دیدگاه‌های طالبان را در سیاست‌های دولت وارد کند.

این افراد که مایل نیستند در مورد این اعلامیه به طور رسمی اظهارنظر کنند، می‌گویند این گونه اعلامیه‌ها نباید جدی گرفته شود و به همین دلیل، دولت هم به این نوع اعلامیه‌ها در حد یک حرف رسانه‌ای ارزش می‌دهد و به دنبال اجرایی شدن آن نیست.

شماری از فعالان حقوق بشری و مدنی هم به همین باور هستند و گفته‌اند که نگرانی زیادی نسبت به صدور قطعنامه تازه شورای علما ندارند. محمد نعیم نظری، رئیس اجرایی شبکه جامعه مدنی و حقوق بشر یکی از آنها است. به نظر او، قیام الدین کشاف، رئیس شورای علما، خود هم طرفدار محدودیت آزادی زنان نیست.

آقای نظری گفت: "پیش از این دیدگاه‌های متفاوتی (در مورد مسائل زنان) از رئیس شورای علما، آقای کشاف در کلیپ‌های مختلف تلویزیونی دیده‌ایم و ایشان حمایت بسیار گسترده خود را از تامین حق زن ابراز کرده است. در همین شب و روزها هم این کلیپ‌ها به مناسبت هشتم مارچ (روز جهانی زن) پخش می‌شوند."

یک مقام دفتر حامد کرزی به بی‌بی‌سی گفته است که این قطعنامه براساس تصمیم شورای علما ترتیب شده و حکومت در آن نقشی ندارد. این مقام، که خواست نامش ذکر نشود، از ارائه توضیح بیشتر در این مورد خودداری کرد.

پیش از این وزارت اطلاعات و فرهنگ نیز بر رعات حجاب کامل زنان گوینده در تلویزیون‌های خصوصی و خودداری آنها از آرایش غلیظ تاکید کرده است.

با این همه، شورای علما در ادامه اعلامیه خود افزوده است که در فقه اسلامی "وجایب" دیگری هم در مورد زنان به طور مفصل آمده است که "در وقت ضرورت به آنها مراجعه خواهد شد".

در بخش‌هایی از این اعلامیه بر مبارزه با خشونت با زنان، ازدواج‌های زیر سن و حق انتخاب همسر به وسیله دختران و همچنین حق زنان و دختران در موضوع ارث تاکید شده است.

واکنش مجلس نمایندگان افغانستان (ولسی جرگه) در این ارتباط نیز بسیار شدید بود، مجلس نمایندگان افغانستان عمل سربازان آمریکایی را "عمدی" توصیف کرد و خواهان بازداشت و محاکمه عاملان آن شد.

راهپیمایان پرچم ها و پارچه نوشته هایی با مضامین 'لبیك یا خامنه‌ای' ، 'ما با ولایت زنده ایم'، ' 22 بهمن روز تجدید عهد با اسلام است' در دست دارند.

**سیاه چادر عشایری در مسیر راهپیمایی برپا شده است

در این سیاه‌چادر كه مربوط به استان خراسان جنوبی است، دستبافته‌های عشایری به نمایش در آمده و محصولات غذایی آنان نیز از جمله كشك، نان‌های محلی و خشكبار در معرض دید راهپیمایان حماسه‌آفرین تهرانی قرار دارد.

**همچنین كتابچه ای با عنوان 'واكاوی جریان فتنه' در مسیر راهپیمایی در خیابان آزادی در حال توزیع است.این كتابچه در 36 صفحه و قطع جیبی منتشر شده است.

این كتابچه بر اساس گزارش كمیسیون اصل نود مجلس شورای اسلامی منتشر شده است.

سر الکس فرگوسن: مربی مهمترین فرد برای تصمیم‌گیری در یک تیم فوتبال است

سر الکس فرگوسن، سرمربی منچستریونایتد، از فابیو کاپلو در ارتباط با انتقادش از برکناری جان تری از کاپیتانی تیم ملی انگلستان حمایت کرده است.

هفته گذشته فدراسیون فوتبال این کشور، جان تری را از کاپیتانی تیم ملی کنار گذاشت. فابیو کاپلو، سر مربی تیم ملی انگلستان، که از این تصمیم به شدت دلخور بود، در گفتگو با رسانه‌های ایتالیا، بصورت آشکار از فدراسیون فوتبال انگلستان انتقاد کرد.

کاپلو تاکید کرده بود که تا وقتی کسی از سوی مراجع قضایی محکوم نشده نباید مورد تنبیه مسئولان ورزشی قرار بگیرد.

این اعتراض علنی کاپلو بازتاب وسیعی در رسانه‌های بریتانیا داشت و واکنش‌های زیادی را به دنبال آورد، هر چند که مسئولان فدراسیون فوتبال انگلستان هنوز در این مورد واکنش رسمی نشان نداده‌اند.

تعدادی از کارشناسان و مسئولان گذشته فوتبال انگلستان خواستار لغو قرارداد کاپلو شدند، و درباره ایجاد تفرقه در اردوی تیم ملی این کشور در آستانه جام ملت‌های اروپا ۲۰۱۲ هشدار دادند.

اما الکس فرگوسن مهمترین چهره‌ای است که تاکنون از انتقاد کاپلو حمایت کرده. او می‌گوید: بدون تردید مهمترین فرد در یک تیم فوتبال، مربی است و اظهار نظر کاپلو هیچ مشکلی ندارد. او مربی تیم است و در مهمترین جایگاه برای بیان نظراتش قرار دارد.

نظرسنجی درباره برکناری جان تری

بیش از سه چهارم شرکت کنندگان در یک نظرسنجی، از کنار گذاشتن جان تری از کاپیتانی تیم ملی حمایت کرده‌اند.

این نظرسنجی که زیر نظر دانشگاه استفوردشایر و در میان ۱۰۰۰ بازدیدکننده وب‌سایت‌های ورزشی انجام شده، نشان می‌دهد که %۷۸ موافق گرفته شدن بازوبند کاپیتانی از جان تری، و تنها % ۳۴ خواستار همراهی او با تیم ملی انگلستان در یورو ۲۰۱۲ شدند.

همچنین % ۴۴ شرکت کنندگان استیون جرارد را گزینه اصلی جایگزینی جان تری برای کاپیتانی تیم ملی انتخاب کردند. گزینه‌های بعدی اسکات پارکر با % ۱۲ و جو هارت با %۹ بودند. در این نظرسنجی که شرکت کنندگانی از سراسر بریتانیا داشت، %۸۷ رأی دهندگان مرد بودند.

سرتیپ ' اسماعیل قاآنی ' روز چهارشنبه در همایش انقلاب و بیداری اسلامی در دانشگاه تبریز، افزود: انقلاب ما با داشتن تمام معیارهای یك حكومت الهی از قبیل ظلم ستیزی، عدالت طلبی، استقلال و آزادخواهی توانسته با حكومت بر دلها، در برابر هجمه ها و تهدیدهای بی وقفه دشمنان ایستادگی و سمبل مقاومت كشور های منطقه باشد.

وی، با بیان اینكه امام خمینی(ره) با هدف احیای اسلام و با اتكا به خداوند متعال، ائمه معصومین(ع) و بدون كمك گرفتن از دیگر كشورها توانست این انقلاب را به پیروزی برساند، افزود: امام راحل با این حركت به همه ملت های آزاده و مسلمان ثابت كردند كه در صورت شناخت خود و توكل به خداوند می توان در همه عرصه ها موفق و سربلند شد.

قاآنی گفت: علت اینكه انقلاب ما تمام قدرت های بزرگ و استكبار جهانی را نگران كرده، این است كه ما همواره در راه حقیقت و راستی قدم برداشته ایم، بطوری كه امام خمینی(ره) در جنگ، با هنر بزرگ خویش همه این تهدیدها را تبدیل به فرصت، افتخار، سربلندی و عزت كردند.

رییس دانشگاه تبریز نیز در این همایش، تشكیل نظام جمهوری اسلامی ایران، تكیه نمودن بر اصل ولایت فقیه، بازگشت مردم به هویت اصلی خویش و تشكیل سپاه و نیروی مقاومت بسیج را از جمله مهم ترین اقدامات امام خمینی(ره) در سیر انقلاب اسلامی تا پیروزی نهایی آن بیان كرد.

محمدتقی علوی افزود: ملت ایران همیشه به داشتن چنین نیروهای متدین كه فرزندان غیور این مرز و بوم هستند، افتخار نموده و با تمام وجود از آنها حمایت كرده اند.
